According to Taibo News, on September 17th, Hong Kong Chief Executive Carrie Lam delivered her fourth policy address during her tenure, discussing areas such as low altitude economy, AI, and intelligent driving.
In terms of low altitude economy, the first batch of "Regulatory Sandbox" pilot projects was announced in March, and more mature application scenarios will be operated regularly. An advanced version of the "Regulatory Sandbox X" pilot project for low altitude economy will be launched, covering technically complex application scenarios such as cross-border routes and low altitude manned aircraft.
In terms of AI, the SAR government has launched a "combination punch" and vigorously developed artificial intelligence (AI). The report points out that the SAR government will establish an "AI Efficiency Enhancement Group" to coordinate and guide various government departments in effectively applying artificial intelligence (AI) technology. At the same time, the SAR government has reserved HKD 1 billion to establish the "Hong Kong Artificial Intelligence Research and Development Institute" in 2026, promoting upstream research and development, midstream and downstream achievement transformation, and exploring application scenarios for AI. This year, we will launch a market tender for approximately 10 hectares of data park development land in Shaling, North District, to provide advanced computing facilities and promote the development of data and AI related industries.
In terms of intelligent driving, Li Jiachao stated that the SAR government established a regulatory framework for autonomous vehicles last year. This year, three regions will be approved for testing, with the goal of autonomous vehicles traveling across districts and connecting with other modes of transportation, accelerating the unmanned and large-scale development of autonomous driving in Hong Kong, and achieving commercial operation as soon as possible.
