Intelligent unmanned systems replace humans to complete general tasks without or with limited human involvement through technologies such as intelligent perception, human-computer interaction, intelligent decision-making, and learning reasoning. Especially with the rapid iteration of artificial intelligence technology, it has gradually become a focus in the field of technology. Solid industrial foundation, significant achievements in the comprehensive layout of sea, land and air
Guangzhou has a good industrial ecology and application foundation in developing intelligent unmanned systems.
One is the rich application scenarios. Guangzhou has rich application scenarios for the development of unmanned systems in sea, land, and air space. In terms of logistics, the first domestic cross city e-commerce low altitude logistics route (Guangzhou Dongguan) has been opened; In terms of tourism, two air travel experience routes, Nano Town and Changzhou Island Urban Agriculture Park, have been put into trial operation; In terms of transportation, Guangzhou has opened about 2600 kilometers of intelligent connected vehicle test roads, covering 8 administrative regions including Tianhe, Haizhu, Liwan, Baiyun, Huangpu, Huadu, Panyu, and Nansha. The Guangdong Institute of Intelligent Unmanned Systems and the Shenyang Institute of Automation of the Chinese Academy of Sciences jointly developed the first 6000 meter level optical detection autonomous underwater robot (AUV) "Exploration 6000" and the first 7000 meter level deep-sea remote-controlled robot (ROV) "Haixing 7000" in China, overcoming the difficulties of unmanned underwater system operations and significantly reducing operating costs. The Guangdong Aerospace Science and Technology Research Institute has completed and put into use the first comprehensive test site for unmanned systems in China. With 216 eVTOL deliveries, it has become the world's first profitable electric vertical takeoff and landing aircraft enterprise. Xiaoma Zhixing and Wenyuan Zhixing have both been approved for secondary listing. In the field of unmanned factories, manufacturing enterprises such as Guangzhou CNC, Guangzhou Dinghan, Guangzhou Hitachi, and Haige Communication have achieved fully unmanned production. Procter&Gamble Guangzhou Huangpu Factory, GAC Aion Panyu Factory, Midea Air Conditioning Guangzhou Nansha Factory and other three companies in Guangzhou have been selected as "Lighthouse Factories". Xiaopeng Motors Guangzhou Intelligent Manufacturing Base is building a super unmanned factory.

At present, Guangzhou is the first city in China to explicitly plan and develop intelligent unmanned systems as a separate key future industry. The "Several Measures" is also the first intelligent unmanned system industry policy. Starting from the elements of the industrial chain, it proposes support content in terms of technological breakthroughs, innovation platforms, key projects, achievement transformation, application scenarios, industrial parks, industrial funds, industrial talents, enterprise entities, and overall coordination. The focus is on scenario based integrated applications in future travel (including ground, airspace, underwater), engineering manufacturing (unmanned factories) and other fields, promoting the future industrial clustering and accelerated rise of intelligent unmanned systems.
Create a full space super scene and promote technology from "samples" to "products". Make good use of the "pilot policy" granted by the state to Guangzhou, smooth the development path from "sample" to "product" to "commodity", and promote the transformation of more scientific and technological achievements into new quality productivity. Rewards will be given based on a price not exceeding 30% of the first (set) equipment. The maximum reward for complete sets of equipment is 5 million yuan/set, the maximum reward for single equipment is 3 million yuan/set, and the maximum reward for assemblies or core components is 1 million yuan/batch. Provide a one-time subsidy of 30 million yuan and 10 million yuan respectively to national and provincial manufacturing innovation centers, or provide direct equity investment support of 30% of the total project share capital, up to a maximum of 100 million yuan. Promote the free flow of talent, technology, capital, and innovation elements in super scenarios, explore sandbox experiments for future industries and advanced technologies, and pilot "minimal intervention supervision". Explore the long-term assessment and fault-tolerant mechanism of government funds for future industrial investments. Implement the pilot program of "subsidy, reform, and investment" in the field of technological innovation, and promote the attraction of more intelligent unmanned system innovation projects to settle in Guangzhou.
