In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council on developing the digital economy, fully implement the opinions of the Provincial Party Committee and the Provincial Government on promoting high-quality development of the digital economy, and accelerate the development of the digital economy with data as the key element, this implementation opinion is formulated.
1、 Overall objective
Deeply implement General Secretary Xi Jinping's important discourse on data development and security, take the construction of a national comprehensive experimental zone for data elements as an opportunity, focus on the integrated development of the real economy and digital economy, and comprehensively promote the upgrading of core industries in the digital economy and the digital transformation and upgrading of industries. By 2027, the market-oriented and value oriented path of data elements will become more mature, and the integration efficiency of the real economy and digital economy will be fully released. The average annual growth rate of the added value of the core industries of the digital economy will exceed 10%, and the proportion of the added value of the core industries of the digital economy to GDP will steadily increase.
2、 Activate the value of data elements and accelerate the construction of national comprehensive experimental zones for data elements
（1） Strengthen the high-quality supply of data elements. Establish and improve a data property registration and protection mechanism for the structural separation of data ownership, usage, and management rights, and introduce detailed rules for data infrastructure systems. Establish a unified public data resource registration platform throughout the province, and carry out public data resource registration in a classified and step-by-step manner. Implement a special action to gather data resources, build high-quality "one person one file, one enterprise one file", and achieve the "full collection of high-frequency data". By the end of 2027, more than 10 high-quality provincial datasets will be created annually in fields such as industrial manufacturing, modern agriculture, transportation, healthcare, and geographic space. Improve the mechanism for sharing and opening up public data, accelerate the opening up of high-value data in key areas such as market supervision, healthcare, transportation, ecological environment, and geographic space, and create a number of national level public data "running" demonstration scenarios. Build a unified public data authorization operation system throughout the province, and promote the public data authorization operation model of "overall authorization+sub domain authorization+scenario based authorization". Promote the use of enterprise data classification and hierarchical authorization, and guide industry leading enterprises, Internet platform enterprises and small, medium-sized and micro enterprises to grant two-way fair authorization. Relying on the "Love Shandong" government service platform, we will improve the data authorization hub for natural persons and legal persons, and provide standardized and convenient data authorization services. Strengthen accounting practice guidance related to data asset entry into the balance sheet, and accelerate the implementation of relevant systems for data asset management. （5） Promote innovation in key core technologies. Focusing on cutting-edge fields such as humanoid robots, brain computer interfaces, and quantum science, a batch of major basic research projects are implemented annually. Focusing on key areas of digital technology, deploying no less than 20 key technology research and development tasks annually. Build a high-level innovation platform, focusing on key areas such as high-end industrial software, future networks, and virtual reality. By the end of 2025, cultivate 50 innovation laboratories, 300 innovation centers, and 50 innovation service institutions. By the end of 2026, more than 3000 high-tech enterprises in the field of digital economy will be newly cultivated, and a total of about 10 of the top 100 electronic and software enterprises in China will be included. Support qualified industry leading enterprises and Internet platform enterprises to separate their data business and establish separate data enterprises. Support data enterprises to strengthen data fusion applications and enjoy public dataset support in accordance with laws and regulations. Accelerate the development of the data annotation industry, and by the end of 2027, establish five data annotation bases with significant achievements and distinctive features within the province. Promote the construction of provincial-level digital economy innovation and development pilot zones and digital economy characteristic agglomeration zones, accelerate the construction of data element industrial parks, build a regional pillar and regional characteristic digital industry cluster hierarchical development system, and promote the development of digital industry clusters. Drive industrial flow, talent flow, capital flow, and technology flow with data flow, promote the integrated development of large, medium, and small enterprises, and promote collaborative innovation and cooperation in the upstream and downstream of the industrial chain. Deeply connect with the Beijing Tianjin Hebei and Yangtze River Delta regions, promote inter provincial exchanges and cooperation in the Yellow River Basin, accelerate mutual recognition of data standards and specifications, basic data sharing, and upstream and downstream cooperation in the industrial chain, and support provincial enterprises to strengthen research and development cooperation with enterprises outside the province. Actively participate in the construction of the "the Belt and Road", carry out multi-level bilateral cooperation, promote practical cooperation in the digital economy between cities and enterprises, and accelerate cooperation in projects, think tanks, talents and other aspects. Building a green smart grid, orderly promoting digital collaboration and intelligent upgrading of source grid load storage, and promoting effective balance and efficient utilization of renewable energy supply and consumption. Accelerate the construction of the dual carbon smart service platform and support the pilot construction of green and low-carbon cities. （18） Continuously promote the construction of network infrastructure. High standard construction of Qingdao International Communication Business Import and Export Bureau. Accelerate the construction of high-speed data transmission networks and deploy 200G/400G ultra large capacity optical transmission systems. Promote 5G coverage in key locations, administrative villages, and key coastal routes. New network facilities such as 6G, satellite Internet and quantum information will be prospectively deployed to promote the construction of low altitude Internet.
