Encourage the transformation and integration of scientific and technological achievements. For third parties introducing technology, a reward of 2 ‰ of the annual sales revenue will be given, with a maximum reward of 10 million yuan, for a continuous period of 3 years, except for related party transactions. Support Kunming National High tech Industrial Development Zone, Qujing Economic and Technological Development Zone, Yunnan Mile Industrial Park, and other key parks that carry low altitude manufacturing industry. Each park will be allocated a maximum of 50 million yuan per year to support the development of aircraft manufacturing and supporting industries such as materials, batteries, motors, internal combustion engines, mission payloads, and flight control systems. Several measures to support the healthy development of low altitude economy in Yunnan Province
In order to implement the strategic deployment of the Central Committee of the Communist Party of China and the State Council on developing new and high-quality productive forces in the low altitude economy, focus on implementing the development goals of the Provincial Party Committee's "3815" strategy, develop and strengthen the "three major economies", adhere to the principle that only those that can be managed can be opened up, focus on manufacturing, lead by application, and guide by export, based on resource characteristics and comparative advantages, and strive to build Yunnan into a high-altitude unmanned aerial vehicle manufacturing hub, a low altitude flight diversified application base, and a low altitude flight equipment export base, the following measures are formulated.
1、 Strengthen the construction of safety supervision capacity. Coordinate development and security, prioritize supporting the enhancement of low altitude security protection capabilities for major infrastructure and important areas, and firmly safeguard the bottom line of low altitude economic development security. Support the dynamic association of data such as "one machine, one code", electronic fences, and no fly zones with provincial-level low altitude intelligent networking systems. Strengthen the qualification and professional management of low altitude flight operation agencies and service support agencies, establish and improve emergency response plans, and enhance drills. Support enterprises to strengthen their entire process safety management. Support the construction of low altitude flight safety facilities such as monitoring and management, meteorological monitoring, etc. Provincial finance special funds will provide a subsidy of 30% of the approved total investment, with a maximum subsidy of 5 million yuan for a single project. The Provincial Public Security Department, Provincial Transportation Department, Provincial Development and Reform Commission, Provincial Meteorological Bureau, Civil Aviation Yunnan Safety Supervision Bureau, and the people's governments of each state (city) shall be responsible for their respective duties. 2、 Support free testing of high-altitude drones. Support the construction of high-altitude unmanned aerial vehicle (UAV) testing bases, and develop comprehensive and end-to-end testing capabilities for UAV batteries, motors, chips, flight control systems, intelligent navigation, and body materials. We provide free high-altitude drone testing services to domestic and foreign enterprises, and the provincial and state (city) finance departments respectively provide 70% and 30% financial support for the operating costs of approved testing projects. 3、 Strengthen key links in the industry. Focusing on low altitude aircraft that meet the requirements of application scenarios, support industry chain extension and supplementation, and award up to 10 million yuan to projects that make outstanding contributions to improving the resilience and supporting capabilities of the industry chain. Rewards will be given to complete aircraft products that have newly obtained model qualification certificates and production licenses issued by the Civil Aviation Administration of China through independent research and development, project introduction, etc. Among them, large unmanned aerial vehicles will be rewarded with 10 million yuan, medium unmanned aerial vehicles will be rewarded with 3 million yuan, and light sports and special general aviation aircraft will be rewarded with 3 million yuan. 5、 Develop standards for high-altitude unmanned aerial vehicles. Encourage research institutions, universities, enterprises and institutions to actively participate in the standardization of high-altitude unmanned aerial vehicles, and lead or participate in the development of international standards (especially global high-altitude region national standards, South Asian and Southeast Asian national standards), national standards, industry standards, and local standards. After the standards are released, they will be given up to 500000 yuan, 300000 yuan, 150000 yuan, and 50000 yuan in funding support for each item. 6、 Support trial and error. Guided by applications and driven by the market, establish key areas for the development of low altitude economy, plan low altitude flight routes according to demand, and establish a collaborative management mechanism for military civilian low altitude airspace. Taking Kunming, Qujing, Honghe, Lijiang, Nujiang and other cities as pilot areas, we will innovate departmental collaborative management mechanisms and explore replicable and promotable low altitude application demonstration scenarios. 7、 Cultivate the development of low altitude logistics. Encourage the development of low altitude logistics such as rural postal delivery, "mountain goods out of the mountains", and border material transportation in mountainous, remote, and border areas, and launch special products such as "24-hour delivery". Support the development of urban low altitude logistics such as medical supplies, fresh products, emergency business documents, etc. with clear application prospects and closed-loop business models. Support states (cities) with the necessary conditions to activate existing land for the construction or renovation of low altitude logistics distribution centers in railway stations, port terminals, highway service areas, branch airports, general airports, express distribution centers, logistics parks, key logistics nodes, etc. Explore the application of large-scale unmanned aerial vehicles for cross regional transportation of specialty products such as "Cloud Tea", "Cloud Coffee", and "Cloud Bacteria". 8、 Create a new low altitude tourism industry. Safely and orderly promote low altitude cultural and tourism consumption activities such as manned flights, with an annual distribution of 20 million yuan in consumption vouchers to support low altitude consumption activities such as skydiving, low altitude sightseeing, drone performances, and flight experiences. Ten "free low altitude flight check-in points" will be launched throughout the province, and more than 100 shared aerial photography drone rental points will be established. Using mature aircraft such as helicopters and general aviation planes, focusing on landscapes such as the six major water systems, nine major plateau lakes, high mountain canyons, primitive forests, fiery mountains and hot seas, and ancient villages, we will explore new low altitude tourism scenes that integrate flying, living, and playing in accordance with laws and regulations. Explore the development of low altitude flight connecting services in low altitude scenic spots, hub ports and stations. 9、 Expand the range of low altitude operations. Support the joint development of low altitude government services in the fields of public security, natural resources, environmental protection, urban management, transportation and water conservancy, medical rescue, emergency response, fire rescue, forest fire prevention, etc., and increase the government's purchasing power of services, in principle only increasing and not decreasing. Encourage low altitude safety inspection and monitoring in infrastructure fields such as power grids, road networks, water networks, and pipeline networks. Provide a one-time subsidy to agricultural production and operation organizations and farmers for purchasing, scrapping, and updating agricultural crop protection unmanned aerial vehicles that meet the conditions. 10、 Explore new application scenarios. Classify and pragmatically expand the application scenarios of low altitude economy, publicly solicit typical cases of low altitude applications in Yunnan from around the world every year, and give innovation rewards of 10000 to 100000 yuan to those who have been evaluated and recognized as having broad application prospects and sustainable business models. Guide regions with conditions to develop industries such as low altitude sports, aviation simulation sports, flight design programming, etc., support the hosting of national or regional aviation sports events, and provide subsidies of 20% of the approved total cost, with a maximum subsidy of 500000 yuan per event. Based on the terrain, topography, and climate characteristics of Yunnan, we will enrich and expand low altitude application scenarios. We will periodically release demand lists for low altitude government services, low altitude logistics, low altitude operations, low altitude sports, and low altitude air tourism in Yunnan, and organize application scenario docking and promotion. 11、 Provide targeted product services. Guided by the market demand in South Asia, Southeast Asia, and global high-altitude regions, enterprises are encouraged to flexibly customize the production of low altitude aircraft that are resistant to high temperatures, corrosion, cold, adaptable to complex climates, fuel and hybrid systems, and possess autonomous flight capabilities. Support provincial universities with conditions to offer disciplines and majors related to low altitude economy. Encourage the development of specialized services such as low altitude aircraft energy replenishment, maintenance, and recovery, and support the establishment of third-party comprehensive and specialized flight service enterprises in relevant countries. Encourage the annual free training of a group of drone operators and maintenance personnel for relevant countries. 12、 Expand the international market. Relying on various open platforms and Yunnan's overseas business representative offices, offices, chambers of commerce, etc., establish a normalized docking service mechanism between domestic and international markets. Enterprises that have successfully developed markets in South Asia, Southeast Asia, and the global plateau region will receive subsidies for their approved market development costs. Encourage provincial enterprises to provide airspace management, route planning and other services to neighboring countries, and create a regional public brand of "Colorful Cloud Flying Service". 13、 Improve the quality and efficiency of export services. Provide "many to one" guidance to enterprises that establish regional headquarters in Yunnan for South Asia and Southeast Asia, as well as global high-altitude market headquarters and export aircraft. Regularly release guidance manuals for aircraft clearance and continuously optimize export declaration services for aircraft and related items. Non regulated drones that meet customs supervision requirements shall be released on the day of declaration for export. Support the construction of international regional unmanned aerial vehicle trading and distribution centers in Kunming, Dali, Honghe, Mohan and other places. 14、 Strengthen infrastructure construction. Promote the construction of provincial-level and state-level (city) low altitude intelligent networking systems, integrate various funds to provide a subsidy of 80% of the total investment to provincial-level platforms, and each state (city) can provide subsidies to their own platforms based on actual conditions. Promote the interconnection and intercommunication of information between civil aviation, public security, emergency response, meteorology, natural resources and other departments with the low altitude intelligent network system, realizing one-stop flight processing, one click declaration, and on-demand approval for users. Integrate low frequency regional airports and general airports to improve and expand low altitude service functions. Encourage the planning, reservation, or renovation of low altitude infrastructure in tourist attractions, commercial buildings, transportation hubs, medical institutions, communities, and other areas. Encourage the construction of low altitude communication, navigation and other information infrastructure, and promote the coordinated layout of low altitude infrastructure with transportation, energy, information and other infrastructure. Provincial financial special funds will provide a subsidy of 20% of the approved construction and installation investment for public service vertical takeoff and landing infrastructure, with a maximum subsidy of 500000 yuan. 15、 Strengthen the guarantee of essential factors. Establish a provincial-level low altitude economic engineering research center, and leverage the role of a specialized team for high-quality development of low altitude economy and an expert advisory committee for low altitude economic development. Support the inclusion of key low altitude economic projects in the provincial major project list, ensure energy, forestry, and land use, strengthen basic support, and promote the healthy development of low altitude economy in a standardized and orderly manner according to local conditions. Provincial finance allocates special funds annually to support the development of low altitude economy. Intensify support for provincial-level talent programs, and give priority to those who meet the conditions to be included in talent programs such as "Xingdian Talents". Encourage insurance institutions to develop insurance products for low altitude commercial applications such as low altitude logistics, manned transportation, and urban management. This measure is not duplicated with other incentive policies. If the same enterprise or project meets multiple incentive policies, subsidies will be given based on the highest incentive amount. This measure shall come into effect from the date of issuance and shall be valid until December 31, 2028. If there are other national regulations, follow their regulations.
