On October 31st, the National Development and Reform Commission and five other departments issued the "Action Plan for Deepening the Development of Smart Cities and Promoting Global Digital Transformation". Among them, it is proposed that by the end of 2027, significant progress will be made in empowering urban economic and social development with data. "Efficiently handling one thing" will cover key events in urban operation, and "efficiently completing one thing" will cover high-frequency livelihood issues. The digital economy will become a new driving force for urban development, making breakthrough progress in key areas and key links such as smart and efficient urban governance, convenient and inclusive services, and urban digital renewal, and building more than 50 fully digital transformation cities. 1、 Overall requirements;
2、 Implementing actions to enhance smart and efficient governance in cities, and improving the coordination and collaboration capabilities between ordinary and urgent tasks;
（3） Improve the efficiency of public opinion expedited services. Promote the improvement of the grassroots governance system led by party building, and establish a comprehensive mechanism for the participation of diverse governance forces throughout the entire process. Make good use of mechanisms such as citizen service hotlines, accelerate the integration of data from government services, grassroots grids, 12345 hotlines, public opinion letters and visits, and promote the rapid handling of public opinion, handling complaints immediately, and handling complaints before they are filed. Adhere to the rule of law in governing the city, deepen digital applications such as data empowerment grid management, community governance, volunteer services, and conflict resolution, and enhance the real-time perception and accurate service level of social and public opinion. Intensive construction of infrastructure such as perception, network, and computing power to achieve urban "Internet of Things, Digital Internet, and Intelligent Internet". Build an efficient and flexible data transmission network to promote high-speed data transmission and interconnection between different platforms and private networks. Construct and operate urban data infrastructure in accordance with unified directory identification, unified identity registration, and unified interface requirements, encourage interconnectivity of data infrastructure between cities, and promote efficient cross domain flow of data. Under the national comprehensive planning of computing resources, we will continue to optimize the demand guarantee of hot application areas, effectively coordinate local heterogeneous and heterogeneous computing facilities, optimize and transform "old and scattered" computing facilities in cities, and provide universal and convenient data services to society. Support the development of industries such as low altitude economy and autonomous driving in hot cities, and build low latency, high frequency, high reliability, and high safety inference computing power.

Promote data security governance, establish and improve a data security risk prevention and control system, strengthen the classification and grading protection of urban data and the full life cycle security management, improve data security system norms, strengthen personal information protection, consolidate the security responsibilities of various entities, and enhance the level of data security protection.
7、 Carry out digital reform and innovation actions, break down institutional barriers in digital transformation

Establish a three-dimensional operation system for urban data operation, scenario operation, and facility operation, and explore the establishment of an operation budget and evaluation mechanism guided by user satisfaction and other application effects. Establish a dynamic feedback and release mechanism for operation and maintenance evaluation, and strengthen the application of operation and maintenance evaluation results.
（18） Establish a sound standard system. Give full play to the fundamental and leading role of standards, accelerate the formation of a standard specification system covering digital infrastructure, transformation scenarios, operation and maintenance, etc. Establish maturity standards for urban digital transformation across the entire region, promoting standardized and high-quality development of urban digital transformation. Develop evaluation criteria for three types of service entities, namely urban digital transformation planning consultation, construction implementation, and operation and maintenance, to form a closed-loop management system.
8、 Organize and implement
The National Data Administration, in conjunction with relevant departments, will strengthen work guidance, promote urban digital transformation in an orderly and classified manner, enhance departmental collaboration and top-down linkage, and ensure the effective implementation of key tasks. Support major demands, scenarios, and reforms for the comprehensive digital transformation of cities in various regions, and establish and improve a high-level coordinated promotion mechanism. Encourage all regions to strengthen exchanges and cooperation, act within their capabilities, adapt to local conditions, coordinate the use of various funds, and increase support for technological breakthroughs, major projects, pilot experiments, and other aspects of digital transformation across the entire region. Strengthen the construction of professional talent teams in digital transformation, data compliance, and data services. Strengthen the extraction and promotion of excellent practices and typical cases in urban digital transformation.
