Build a 'digital housing construction brain' and further expand the application of CIM platform in urban physical examination, urban safety, smart municipal governance, digital pipelines and other fields. Promote the application of cutting-edge technologies such as AI models, digital twins, and blockchain to drive the reconstruction of the entire design, production, construction, and maintenance chain, and accelerate the implementation of AI scenarios such as survey and design, construction safety, etc.
Accelerate the development of digital twins in construction projects. Improve the city's BIM (Building Information Modeling) management platform and model library, promote the integration and application of 3D laser scanning, virtual reality, and BIM technology, and build a digital design system. Promote the "the first mock examination to the end" digital twin application mode to achieve business collaboration and data sharing throughout the design and construction process. Improve the IoT platform in the field of housing and construction, and form a market-oriented construction model of IoT perception system driven by applications. Implementation Plan for Accelerating the Development of New Construction Methods and Cultivating New Quality Productivity in the Housing and Construction Field in Chongqing
In order to accelerate the cultivation of new quality productivity in the field of housing and construction, promote the high-quality development of the housing and construction industry, and in combination with the actual situation of our city, this implementation plan is formulated.
1、 Overall requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the important instructions of General Secretary Xi Jinping's inspection of Chongqing, fully implement the spirit of the Central Urban Work Conference and the Seventh Plenary Session of the Sixth Municipal Party Committee, integrate the development of new construction methods such as intelligent construction, green construction, and prefabricated construction, fully promote the large-scale application and industrialization of new technologies in the field of housing and construction, cultivate a modern construction industry chain, and accelerate the transformation and upgrading of the construction industry.
By the end of 2025, we will deepen the reform of the promotion mechanism for new technologies in the field of housing and construction, rapidly expand the application scenarios of construction robots, and implement more than 50 pilot projects for intelligent construction. The proportion of prefabricated buildings and star rated green buildings in new construction will reach 40% and 30% respectively.
By the end of 2027, more than 5 incubation and innovation platforms for the housing and construction industry will be established, more than 50 new technologies will be promoted for large-scale application, and more than 3 "AI+construction" application scenarios will be created.
By the end of 2030, we will create a number of intelligent construction industrial parks, cultivate more than 10 advantageous industries in the housing and construction field in Southwest China, and more than 20 leading enterprises in new construction. The output value of modern construction industry will reach 600 billion yuan.
2、 Key tasks
(1) Fully promote industrial construction
1. Improve the efficiency of prefabricated building construction. Promote standardized design, develop easy to build technologies with less support, fewer templates, and no reinforcement. Accelerate the development of new types of prefabricated buildings such as modular buildings, encourage centralized contiguous rural houses to adopt prefabricated rural house construction technology, and incorporate mature prefabricated technologies such as prefabricated floor slabs, prefabricated stairs, and prefabricated partition walls into the construction requirements for residential buildings with 6 floors or more. 2. Enhance the application scope of municipal industrialization. Promote the adoption of fully prefabricated assembly technology for open cut tunnels, overpasses, elevated roads, comprehensive pipe galleries, etc. according to local conditions. Promote the use of prefabricated components for rail transit segments, platforms, and overall track beds, and accelerate the promotion of prefabricated pier columns and prefabricated stations. Actively explore the application of industrial construction technology in engineering slopes, construction enclosures, temporary roads, and other engineering projects. 3. Enhance the promotion of prefabricated decoration. Focus on promoting the application of prefabricated decoration technology in schools, hospitals, talent apartments, residential areas, etc., and make good use of policies such as trade in, guiding consumers to carry out decoration and renovation. Accelerate the integration of prefabricated decoration technology, focusing on the development of complete sets of technologies such as integrated bathrooms, as well as technologies with a wide range of applications such as prefabricated walls and ceilings. Explore the application of variable space technology in buildings and promote the coordinated development of prefabricated decoration with aging friendly products and customized home furnishings. (2) Vigorously promote green transformation
4. Promote the green and low-carbon development of buildings. Focus on the demand for creating "good house" model projects, promote suitable passive technologies such as building insulation, natural ventilation, lighting, shading, dehumidification, as well as intelligent, efficient, and green equipment such as elevators, air conditioning, lighting, etc. Further optimize the green building management process and continuously increase the proportion of star rated green buildings. Promote the integration of renewable energy technologies such as building photovoltaics, carry out pilot projects for near zero energy buildings, and coordinate with urban renewal to promote energy-saving renovations of existing buildings. 5. Promote the large-scale application of green building materials. Establish a sound mechanism for the adoption of green building materials and further expand the scope of adoption. Improve the credit linkage system between financial institutions and green building projects, promote the large-scale development of ultra-low energy consumption and low-carbon buildings, increase the energy-saving renovation of existing buildings, and expand the application scope of green building materials. Strengthen the accounting of the proportion of green building materials application, incorporate the requirements for green and low-carbon building materials application into green building standards, and encourage the use of green building materials in government investment projects, green buildings, and prefabricated buildings. Improve the technical standard system for the engineering application of recycled products, promote the application of mature technologies such as solid fluidized soil, and carry out pilot projects for the large-scale application of recycled building materials in municipal roads, rail transit, prefabricated buildings, and other fields. 7. Accelerate the development of digital twins in construction projects. Accelerate the large-scale application of construction robots in "hazardous, complex, dirty and heavy" scenarios, and form a "single machine automation, multi machine collaboration" operation mode. Systematically promote the application of intelligent construction elevators, remote tower cranes, building machines, bridge erecting machines, shield tunneling machines and other equipment. Promote the implementation of "engineering intelligent management", explore the construction of unmanned aerial vehicle inspection and "robot cluster+digital twin command platform" intelligent construction system. Develop smart communities and smart property management, carry out pilot projects for digital and modeled product delivery and archive archiving. Taking modern community construction as the starting point and focusing on the needs of the "one elderly, one small" population, we will carry out digital, networked, and intelligent transformation and management of public facilities. Promote the application of digital platforms for urban renewal, and conduct digital physical examination and evaluation based on the three-level digital city operation and governance center. Accelerate the agglomeration of modern construction industry. Focusing on five key industries including modern architectural design and construction, new building materials production, intelligent construction equipment manufacturing, digital technology services, and smart home, we will sort out the list of industrial chain enterprises in the city's housing and construction industry. We will use the "project application+industry incubation" linkage mechanism to increase investment attraction and precise cultivation efforts, support the construction of characteristic industrial parks in counties and districts such as Liangjiang New Area, Fuling District, Dadukou District, Banan District, and Dianjiang County, cultivate new construction leading enterprises, and drive the clustering of large, medium, and small enterprises in the upstream, midstream, and downstream of the housing and construction industry chain. Guide the development of the construction industry towards specialized, refined, unique, and new sub sectors, with a focus on high growth industries such as construction robots, digital platform services, modular construction, integrated kitchens and bathrooms, and green and low-carbon building materials. 3、 Work measures
(1) Implementing collaborative innovation actions for industrial incubation
Include the technical requirements for intelligent construction in the scope of key special support for municipal level scientific and technological innovation, and support relevant enterprises to establish municipal level intelligent construction technology innovation centers, CIM (City Information Model) technology innovation centers, and digital housing construction laboratories. Taking engineering applications as the driving force, we will form an open and shared innovation ecosystem, and create more than 5 platforms such as incubation bases for the construction robot industry and training bases for intelligent construction talents. Build a collaborative system of "government industry university research funding" that integrates innovative research and development, achievement transformation, and industrial incubation, and promote the landing and transformation of advanced construction technologies in Chongqing. Support local construction enterprises to "go global" and expand their markets, and enhance the overall market competitiveness of the construction industry through leading backbone enterprises. Strictly implement the relevant regulations for prefabricated buildings and shall not arbitrarily lower the implementation standards and requirements; Combining the needs of "good house" construction and urban renewal, we will continue to explore new construction application scenarios and promote the comprehensive adoption of intelligent construction technology in government funded housing construction and municipal engineering projects in the city that meet the conditions. Encourage government investment projects to take the lead in implementing new construction methods and promote the systematic application of advanced construction technologies; The pilot counties for intelligent construction should clarify the implementation requirements for intelligent construction during the project planning stage. Relying on the "Chongqing Leap Action" and the New Chongqing Talent Introduction Plan, we will establish excellent engineering colleges, advanced training courses, and science and technology innovation training camps, and cultivate a group of high-level and elite innovative talent teams in the field of housing and construction. Strengthen policy incentives, promote the first trial and use of innovative products in the field of housing and construction, and provide legal and regulatory support for the first equipment, first batch of materials, and first version software. Adjust the scope of funding subsidies for modernization demonstration projects in the construction industry and reward key application scenario implementation units. Strengthen publicity and promotion, hold construction robot competitions, Sichuan Chongqing Housing and Urban Rural Construction Expo, CIM Innovation Application Competition, actively connect with the needs of the Chengdu Chongqing dual city economic circle construction, and promote the "going global" of technology, products, and services in the field of housing and construction.
This implementation plan shall come into effect from the date of its release, and the "Notice of the General Office of the Chongqing Municipal People's Government on Issuing the Implementation Plan for the Construction of Intelligent Construction Pilot Cities in Chongqing" (Yufu Ban Fa [2023] No. 53) shall be simultaneously abolished.
