According to the Implementation Opinions, by 2025, the aggregation of artificial intelligence corpus data will reach 5PB, and the city's comprehensive computing power supply capacity will reach 30000 P. The number of key digital commerce enterprises will reach 300, and the scale of the data industry will be 120 billion yuan; Innovate and create 100 typical scenarios of "city+AI" around government services, urban governance, education and teaching, medical services, cultural tourism, and other fields.
By 2027, we will complete the construction of high-quality datasets in 12 key industry sectors, gather 20PB of artificial intelligence corpus data, and open over 2500 public data datasets. The comprehensive computing power supply capacity of the city has reached 50000 P; 500 key commercial enterprises have been introduced and cultivated, and the scale of the data industry is 150 billion yuan; Create 300 typical scenario applications of "city+AI".
The Implementation Opinions propose to build key digital industry clusters and establish more than 10 competitive digital industry clusters by the end of 2025. Implement 'Artificial Intelligence+', create super scenarios for smart cities, and fully open up opportunities for smart city scenarios.
In the field of digital product manufacturing, we will accelerate the construction of a world-class new display capital, coordinate the promotion of next-generation display projects, and cultivate key supporting facilities such as organic luminescent materials, high-purity target materials, and vapor deposition machines. Expand and strengthen existing wafer manufacturing bases and specialty chips, cultivate new chip tracks, and create a first-class integrated circuit cluster in China. Promote the development of intelligent terminals towards AR/VR, ultra high definition display, high immersive products, etc., and improve and strengthen intelligent terminal products.
In the field of digital technology applications, we will increase the research and development of major technologies and key products, and promote the research and application of cutting-edge technologies such as metaverse, artificial intelligence, intelligent robots, embodied intelligence, and neuromorphic intelligence. We will expand the scale of the software industry, accelerate the construction of carriers such as China Sound Valley, China Security Valley, China Netvalley, China Vision and Hefei Software Park, and focus on four major fields: high-end industrial software, industrial Internet platform, artificial intelligence software, and industrial application software. Accelerate the construction of the National New Generation Artificial Intelligence Innovation Development Pilot Zone and the National Artificial Intelligence Innovation Application Pilot Zone.
In the field of data element driven, we will improve the regulatory and open mechanisms for emerging industries such as industrial Internet, live games, e-commerce, and sharing economy, expand multiple application scenarios using blockchain, virtual reality, and other technologies, and strive to build a diversified and integrated ecosystem. Build a "platform+industrial park" ecosystem to promote high-quality development of the data industry. Build a national (Hefei) data annotation base and create a development pattern of "one core, two zones, and multiple parks".
In addition, we will accelerate the construction of an innovative ecosystem for the embodied intelligent robot industry, with a focus on creating three demonstration scenarios: robot education, robot navigation, and robot towns. Enrich the application of smart home products, upgrade the level of intelligent driving products, and explore the application market with strong demand for local deployment of large model all-in-one machines in finance, government, medical and other fields.
The metaverse, as a comprehensive integrated application of new generation information technologies such as artificial intelligence, blockchain, 5G, Internet of Things, and virtual reality, represents a future industry direction with broad prospects and enormous potential. In January 2024, the "Hefei Metaverse Industry Development Plan" was officially launched, which clearly stated that by 2028, Hefei will build a metaverse industry cluster with national influence.
With policy support, the innovative vitality of the metaverse consumption scene in Hefei has burst forth. Emerging consumer scenes such as X-META Metaverse Park, Yuan Xiao'ao Magic Bookstore, and Moon Lake Water Show have successively landed. Some characteristic commercial districts have introduced technology elements such as naked eye 3D screens, new energy vehicle exhibition halls, VR experiences, and deeply integrated with cultural and tourism resources such as Xiaoyaojin Park to construct composite consumer scenes.
In terms of digital infrastructure construction, Hefei has been successfully selected as a key city for 5G application "Sail" action and the first batch of 5G-A network commercial cities in 2024. By coordinating the deployment of 5G-A networks, high-quality coverage has been achieved within the first ring and multiple key areas, with significant improvements in network download speed and display indicators. At the same time, Hefei adheres to both technological leadership and innovative applications, carries out "5G+Quantum" vehicle network interactive testing, builds an industrial metaverse 5G innovation research center, and achieves precise detection and early warning of low altitude aircraft. As of now, the city has built 27300 5G base stations and 1384 5G-A sites, with 5G network traffic accounting for 69%. The optical transport network has over 40 all-optical 100000 Mbps nodes and over 300 10G nodes.
As a leading practitioner of the national "Data Elements X" three-year action plan, Hefei has also successively launched a series of policies such as the "Hefei Data Labeling Industry Development Plan (2025-2027)", "Guiding Opinions on Promoting the Development of Digital Commerce in Hefei City", and "Implementation Opinions on Deepening Comprehensive Reform in the Data Field and Promoting Urbanization Transformation". According to the plan, by 2025, we will combine the development needs of industries such as artificial intelligence to promote the construction of high-quality datasets in key areas such as artificial intelligence, low altitude economy, transportation and logistics, financial information, public safety, and medical education. We will create no less than 10 benchmark datasets throughout the year; By 2027, the scale of the data annotation industry will exceed 3 billion yuan, and more than 30 industry data spaces covering automotive, medical, transportation and other fields will be established.
At present, there are 2246 big data enterprises in Hefei, forming a pattern of "multi-point breakthroughs and cluster development".
