Hubei Province releases Implementation Opinions on Accelerating the Development of Artificial Intelligence Industry

In order to thoroughly implement General Secretary Xi Jinping's important discourse on artificial intelligence and the spirit of the important speech on inspecting Hubei, conscientiously implement the State Council's opinions on deepening the implementation of the "Artificial Intelligence+" action, and in accordance with the work requirements of the provincial party committee and government, strive to build an artificial intelligence development system guided by scientific and technological innovation, based on industrial level, supported by digital base, guided by scenario applications, and guaranteed by ecological optimization, further unleash the potential of industrial development, strengthen the intelligent economy, and strive to basically build a nationally influential artificial intelligence innovation and development highland, industrial development cluster area, integrated application model area, and central hub of the national data element market by 2027. Wuhan has entered the first tier of artificial intelligence city development in China. With the approval of the provincial government, The following implementation opinions are formulated to accelerate the development of the artificial intelligence industry.

1、 Breakthrough key core technologies

（1） Promote the clustering and tackling of advantageous fields. Relying on leading enterprises and innovation platforms such as the National Information Optoelectronics Innovation Center, we will focus on technologies such as deep learning general-purpose chips, neuromorphic network chips, quantum machine learning chips, integrated storage and computing AI chips, automotive grade intelligent cockpit chips, and 3D NAND flash memory; Support innovation entities such as Huazhong University of Science and Technology, Wuhan University, Hubei Humanoid Robot Innovation Center, Robot Control and Drive Technology Innovation Center, and other key enterprises to jointly carry out core technology research and development such as bionic joint drive and multimodal human-computer interaction, forming a batch of "first and foremost" technologies and products. Focusing on areas such as swarm intelligence, brain like intelligence, embodied intelligence, and human-machine hybrid intelligence, we encourage universities to collaborate with research institutes and leading enterprises to strengthen the basic theoretical research of artificial intelligence, carry out innovation in large-scale model infrastructure, explore multi-path technology, multi-modal data processing, and other common technological breakthroughs, forming a batch of groundbreaking original achievements. （3） Promote the deep integration of technological innovation and industrial innovation. Highlighting the main position of enterprise innovation, promoting joint innovation in advanced storage industry, and carrying out research and industrialization of high bandwidth storage (HBM) chips; Promote the joint venture of technology innovation in the automotive grade chip industry to carry out independent research and testing applications of micro control unit (MCU) chips; Promote the joint innovation laboratory of intelligent vehicle cockpit industry to carry out intelligent cloud cockpit technology research and development, and encourage key enterprises to carry out vehicle grade high computing power intelligent driving system level (SoC) chip research and development; Promote the joint laboratory of brain computer interface to carry out technical research and clinical translation, and form a batch of nationally influential innovative products and solutions. Encourage leading enterprises to seize opportunities in the development of artificial intelligence, expand their business scope, and proactively layout new generation network communication, next-generation flash memory and other technologies, giving birth to new formats and models such as "artificial intelligence+high-speed mobile internet+advanced storage", rapidly growing and strengthening, and becoming a billion dollar scale enterprise. Implement a gradient cultivation plan to attract a group of Fortune 500 companies; Relying on local enterprises to expand a group; Give full play to the guiding role of state-owned asset platform companies' industrial funds to support a batch; Focus on cultivating a group of specialized, refined, unique, and innovative fields; Utilize the advantages of universities and research institutes to incubate a batch, establish files and cards, and establish a comprehensive hierarchical cultivation service system that integrates "attracting, strengthening, supporting, cultivating, and incubating". Around the fields of artificial intelligence chips, high-end optical chips, metaverse, autonomous driving, low altitude flight, etc., we will promote the iterative upgrading of products such as data annotation, vector databases, and intelligent terminals, support the construction of distinctive industrial parks in various regions, form six "ten thousand person R&D bases", support Wuhan to build the "World Storage Capital" and "World Industrial Software Capital", and cultivate an AI industry cluster with international competitiveness. By 2027, cultivate 5 10 billion level industrial parks with an industrial scale of 350 billion yuan. Strengthen end perception, build an intelligent perception system covering multiple fields, and provide edge data collection services for industrial manufacturing, agricultural production, modern service industries, etc. Establish a data base for urban social governance through multimodal perception methods such as video perception, audio perception, and mobile terminals. Promote data integration, explore the establishment of data exchanges, and create a comprehensive service platform for central data circulation. Support cities and prefectures with good data resource conditions to create high-quality datasets for key industries such as government services, industrial manufacturing, commercial circulation, customs ports, rural revitalization, and financial services. Support cities and prefectures with conditions to actively create national level data annotation bases and strengthen the data processing and data service industries. Promote the sharing of computing power, strengthen the planning and layout of computing power, build a unified computing power interconnection platform throughout the province, increase the coordination of resources such as data, computing, electricity, and network, and form a "1+3+N" platform system for the whole province (i.e. one provincial level, three regional sub platforms in the "Golden Triangle", and N industry platforms). Deepen network interconnection, promote the evolution and upgrading of "dual gigabit" networks to "dual ten gigabit" networks, promote the construction of 6G experimental networks, and cover 17 cities and prefectures in the province with 5G-A mobile networks, high bandwidth, and low latency OTN all-optical access networks. Encourage cities and states with conditions to build open source technology systems and community ecosystems that are open to the world. Strengthen safety supervision, implement inclusive and prudent supervision, guide the filing of generative artificial intelligence services with public opinion attributes or social mobilization capabilities, prevent risks caused by model black boxes, illusions, algorithm discrimination, etc., and build a scientific supervision platform that is compatible with technological development. Artificial intelligence+scientific research. Accelerate the exploration of new research paradigms driven by artificial intelligence, and promote the integrated and coordinated development of technology research and development, engineering implementation, and product landing driven by artificial intelligence.

Artificial Intelligence+Industry. Focus on the "51020" advanced manufacturing industry cluster, accelerate the implementation and application of AI in the whole process of design, pilot test, production, service and operation, and deepen the integration and application of AI and industrial Internet. Build a batch of 5G factories, unmanned factories, and digital twin factories.

Artificial intelligence+agriculture. Promote the application of artificial intelligence in planting, precision operations, pest and disease monitoring, fruit grading and classification, livestock and poultry aquaculture, and vigorously develop intelligent equipment such as smart agricultural machinery, agricultural drones, and agricultural robots.

Artificial intelligence+modern service industry. Accelerate the evolution of the service industry from digital enabled Internet services to intelligent driven new service modes. Develop cloud tourism, VR/AR immersive tourism and other projects to promote the intelligent and innovative development of modern service industry.

Artificial intelligence+construction. Promote the deep integration of multimodal modeling, building information modeling (BIM) and other technologies with engineering construction technology, and expand the application of artificial intelligence throughout the entire lifecycle of "good houses". Artificial intelligence+government affairs. Focusing on "efficiently accomplishing one thing", we will deepen the optimization and upgrading of the integrated government service platform and the "E-Hui Office" to improve quality and efficiency.

Artificial intelligence+security governance. Strengthen the application of artificial intelligence in safety production supervision, disaster prevention and mitigation, public safety warning, social security management, and other aspects.

Artificial intelligence+ecological governance. Enhance artificial intelligence driven monitoring, prediction, simulation, and problem-solving capabilities around multi factor ecosystems such as atmosphere, water, soil, and biology, as well as the construction of a national carbon market.

Expand the application of community level collaborative governance, cross-border tracking, social experimentation, urban operation monitoring, cyberspace governance and other scenarios. Artificial Intelligence+Education. Integrating artificial intelligence into all elements and processes of education and teaching, expanding the application scenarios of the entire chain of "teaching learning research management evaluation", and promoting the transformation of education from knowledge transmission to ability enhancement as the foundation.

Artificial intelligence+healthcare. Encourage key hospitals within the province to collaborate with enterprises to carry out scenarios such as auxiliary diagnosis and treatment, health management, and medical insurance services, to create a Healthy Hubei intelligent agent and significantly improve the capacity and efficiency of grassroots medical services.

Artificial intelligence+transportation. Encourage Wuhan, Xiangyang, Yichang, Shiyan, Ezhou and other places to accelerate the construction of national intelligent connected vehicle testing demonstration zones, carry out pilot applications of "vehicle road cloud integration", and orderly expand the application scenarios of autonomous vehicles.

Artificial intelligence+consumption. Enhance the quality of life services such as entertainment, e-commerce, home economics, property management, and travel, and expand new scenarios of service consumption such as experiential consumption, personalized consumption, cognitive and emotional consumption.

Give full play to the important role of artificial intelligence in promoting cultural prosperity, judicial litigation, national fitness, spiritual comfort and companionship, and elderly care and assistance for the disabled. Accelerate the extension of artificial intelligence products and services to rural areas, promote the integration of urban and rural intelligence, and actively build a more warm intelligent society. Establish an artificial intelligence industry university research alliance based on key universities, enterprises, and research institutes, and build a normalized collaborative mechanism for information sharing and supply-demand matching. Establish an artificial intelligence research and development innovation platform to accelerate the transformation of scientific and technological achievements. Establish an Artificial Intelligence Expert Advisory Committee to provide decision-making references for promoting the development of the artificial intelligence industry in our province. Implement innovative platforms such as Hubei Institute of Artificial Intelligence, and comprehensively promote the integrated development of education, technology, and talent. Deepen the collaborative education between schools and enterprises, promote students' practical experience in enterprises, invite enterprise engineers to teach on campus, and stimulate the vitality of artificial intelligence innovation, entrepreneurship, and reemployment. Encourage banking institutions to innovate and launch credit products and services such as "model loans" and "computing power loans" for artificial intelligence enterprises.
